Salary:

The salary is based on the National Association of Local Councils pay scale and is dependent upon qualifications and experience. Approximate hourly rate is £16.00 per hour.

Hours:

The post is for 13 hours per month, actual days worked may be flexible.

Attendance at Parish Council meetings held during the evening is required.

Our council and the role:

Englefield is a small parish, with a Council of five and a precept of £5,000.

The Clerk supports the effective working of the Parish Council, and is expected to advise the council on relevant law, policy and good practice; to ensure the Council has all of the information required for effective decision-making; and to implement all decisions of the Council.

The Clerk will also be the Responsible Financial Officer, responsible for the administration of the Council finances and all financial record keeping.

Duties will include:

  • Support the smooth running of the Parish Council
  • Prepare for, attend, and minute meetings of the Parish Council
  • Assist in the definition and maintenance of the policies to be followed by the Council in managing its activities
  • Financial record keeping and reporting, invoice payment, budget preparation
  • Responding to emails and correspondence
  • Providing procedural advice to ensure the Council complies with legislation
  • Maintenance of the Parish Council website.

The ideal candidate will have/be:

The role requires strong organisation, administration, and communication skills, a proactive approach, as well as a good level of IT literacy.

Links to and/or knowledge of the parish area are desirable

Candidates should preferable have completed, or be working towards, the Certificate in Local Council Administration (CiLCA) or be willing to do so, aiming to qualify within two years of appointment.
