Location:

Home Based. Parish Councillors must live or work within the parish and be able to attend evening meetings at Speen Pavilion, Speen Recreation Ground, Newbury, RG14 1UD and be willing to meet with the community within the parish. Any administration work that comes with the role can be undertaken from home.

The time commitment for this role is approx. 2-3 hours per week. Attending evening meetings once or twice per month (depending on which committees are opted to join) for 1-2 hours and flexible working via email and telephone as well as involvement in any community projects as necessary.

Our council and the role:

Speen Parish Council is seeking Parish Councillors to join our friendly team! We are looking for individuals who want to make a difference to the lives of local people, give something back to their community and help shape the future of the parish! Parish Councillors are an integral part of local government, deciding how public funds will be spent and shaping the future of the parish. From consulting on planning applications, to helping at community events or being involved in Community Speen Watch initiatives, the role is varied and rewarding with a real opportunity to put the community at the heart of everything we do. We are looking for people who are passionate about the area and keen to get involved in community projects who will openly engage with parishioners about projects within the parish. There is a requirement to attend bimonthly evening full council meetings as well as Finance and HR Committee meetings and Planning and Highways Committee meetings (should you choose to be on either of these committees) and be active on your Speen Parish Council emails when your expertise are sought by the clerk and other Councillors.

Duties will include:

    • Respond to Parishioners queries and investigate their concerns thoroughly.
    • Communicate Council decisions that affect the community.
    • Work with representatives of local organisations, interest groups and businesses.
    • Represent the community’s views at local Council meetings.
    • Engage with the local community on upcoming and current projects within the Parish.
    • Consult on planning applications within the Parish (Planning & Highways Committee only).
    • Consult on any upcoming projects within the parish and assist on the delivery of these.
    • Represent the Council at local events (village fete’s, Parishioner led meetings etc).
    • Consult on financial budgets, transactions and review finance reports.
    • Review governance documents to ensure adequacy.
    • Attend bimonthly full council meetings and bimonthly committee meetings as necessary.
    • Be active on Parish Council emails.
    • Support The Clerk and other councillors as required.

The ideal candidate will have/be:

The idea candidate will be a self-motivated individual passionate about the local area and keen to interact with the community. They will genuinely want to make a difference to the local community, be passionate and keen to get involved in projects that will make a difference to the parish.

Working knowledge of parish councils would be advantageous however, this is not essential and we really are looking for individuals with a can-do attitude and great personality! Applicants must be over 18 years of age and be a British Citizen or Citizen of The Commonwealth. Applicants must also either be a registered local elector within the parish or in the whole of the last twelve months prior to their co-option owned or tenanted any land within the parish, resided in the parish or worked in the parish. Applicants must be able to commit the time to being a Parish Councillor and be active on their Speen Parish Council email, responding to emails as necessary. Applicants must also be able to commit to being active within the local community.
